One of the clear signs of city life is the presence of people who go about begging. Some of them are children who want to take care of themselves in the streets. We see them sometimes with adults who can be their parents or guardians who may become recipients of what the children gather in the course of going around and around - as though it can ever be enough.
So what should we do with this scenario? Who is authorized to gather them and offer better ways of living? Here in Malaybalay for example, who is responsible? Are there ways being done already? When we see them sleep on the cement floor outside a drugstore in the middle of the night, who reports this? When they go about begging and we know we have to help but we want to do better than just giving a peso or more, what government office is really accountable?
Sometimes, it becomes safer not to say anything but "blogs at fifty plus" hopes to speak in behalf of these children who seem to lose their childhood because we do not care anymore. Remember" the child is the father of the man".
No wonder child abuse is rampant. RA 7610 which is the law for the special protection of children against abuse, exploitation and discrimination is promulgated for whom? The children whom we talk about, the so-called agencies who are supposed to take care of them, what can this law do? Who should implement it so that the law becomes real?
Should the query be: "What do we do with the children who take care of themselves in the street"? or "what should we do with the agencies which do not do what the law has envisioned them to do"?
